Columbia Property Management is a boutique residential rental management company located on U Street NW, close to the Shaw neighborhood. We focus on helping small landlords realize the benefits of holding rental real estate over the long term by professionally managing their assets.
We specialize in managing individual condo units, single family homes, and 2- to 4-unit apartment buildings in Washington, DC and sometimes in the near-in Maryland suburbs (post 1979 contruction). We have developed expertise managing houses with a group of unrelated adults (roommate situations) as well as the landlord-tenant regulations and rent control laws of the District. Our target market is to manage rental units that cost $2000 or more per month.
Our company offers a rental business license service, either stand-alone or included in a full management solution. We also assist our clients in finding quality tenants and placing them in their properties with an in-depth orientation session. Our maintenance and repairs is carried out by dedicated and personable vendors who do quality work. We are direct and honest and pride ourselves on the personal connections we have with our clients and residents, and on our sincere approach to solving problems.

Our vision at Columbia Property Management is to build a profitable property management company that is proactive and transparent, adds value to our clients' assets, respects the residents living in our communities, and provides a challenging and rewarding work environment for its employees. Our company was founded in 2012 by our Owner and Senior Property Manager, Scott Bloom, who wanted to provide a more personal level of service to our rental owner clients. After creating a growing a property management company in 2009 together with a prominent national real estate brokerage, Scott sought to focus on smaller landlords. He brings his personal rental investment background as well has his years as a licensed property manager to help our rental owners achieve their strategic and financial goals.
We are an active and current member in multiple professional organizations. These memberships help us to train with industry leaders in our field, to build our expertise, and to have a solid network of other professionals to refer to when we need help in any number of topics.

Scott transitioned to full-time property management after nearly ten years managing his
own investment rental properties and 20 years developing his marketing and customer
service expertise in Fortune 50 companies General Electric and Verizon Communications. His
commitment to accountability, transparency, fair play, and technology form the basis for the
operating culture of the company.

In addition to being a landlord since 2000, Scott has completed one single family rehab and is working on a second. Scott’s formal education includes a B.S in Marketing from Indiana University and a M.S in International Affairs and Economics from the School of Advanced International Studies at the Johns Hopkins University. He speaks French and German.

Based on their blend of personal service and expertise, Columbia Property Management has hired CPA firm Goldin Group LLC to provide one-stop financial services: accounting, payroll, financial strategy, and tax preparation. CPM counts on Goldin Group to verify our accounts reconciliation, assist with corporate financial planning and investment, as well as real estate and business sales. Goldin has a range of CPAs on staff, each with an expertise to cover any of our financial and accounting needs.
NightTenders, Maintenance and Service
Providing 24/7 coverage for service and maintenance requests, NightTenders manages our out-of-hours maintenance and service needs. They coordinate with select vendors and our residents for prompt response and resolution of troubles when needed during evenings and weekends. Together with our maintenance coordinator, NightTenders ensures that someone is always available for calls, regularly follows up with outstanding requests, and reviews our performance for resolving tasks in a timely fashion.
